At its Board of Directors’ meeting in December, the Board elected Phelps to oversee TMACC, a non-profit corporation headquartered in Malvern, Pa.  TMACC was established in 1992 to promote, educate and provide transportation and employment solutions for private industry, non-profit organizations and municipalities within Chester County.

“Tim brings a wealth of experience to TMACC, which will ensure its growth,” said Steve Moore, TMACC Board chairman.  “Tim’s presence will benefit the organization in the years to come.”

Phelps joins TMACC with knowledge and experience in the area of organizational management, member engagement, strategic development, and customer relations that will help secure the organization’s goals, Moore added.

In his role as executive director, Phelps will serve as a bipartisan advocate on local and regional transportation issues; grow TMACC membership and engage the members and community to fulfill TMACC’s mission, goals, and objectives; oversee the financial management of TMACC; and develop and monitor the strategic plan of TMACC.

From 2008 to 2010, Phelps served as president of the TriCounty Area Chamber of Commerce in Pottstown, Pa. where he also served as executive director of the subsidiaries, the Pottstown Area Industrial Development Corp., and the TriCounty Area Chamber of Commerce Foundation.   In these roles, he provided a voice for the business community along the Route 422 and Route 100 corridors.  He also set and delivered business and strategic plans on business advocacy, event development; and analyzed income sources and membership demographics to develop business plan and forecasting models.

Phelps also served as vice president of the Main Line Chamber of Commerce (2006-2008), and vice president of development for Junior Achievement of Delaware Valley (2005-2006).  From 2000 to 2005, he was president of the Chamber of Commerce of Greater West Chester.

Phelps received training from the U.S. Chamber's Institute for Organization Management (IOM) program.  The IOM organization is known nationwide as the standard for professional development and fundamental training in the association, chamber, and non-profit industries.

Phelps is a graduate of Juniata College in Huntingdon, Pa.
