Great Valley / PA Route 29 Multi-Modal Study

The Transportation Management Association of Chester County (TMACC) is requesting Statements of Interest from consulting firms to provide professional services for the preparation of a transportation feasibility study for the Great Valley region. The region for the study includes 3 municipalities - East Whiteland, Charlestown, and Tredyffrin – but lies primarily within East Whiteland Twp. The purpose of the study is to analyze the existing assets and constraints that affect bicycle, pedestrian and transit opportunities in the Great Valley Region. The project deliverable will be a bicycle, pedestrian and transit feasibility study to be provided to TMACC in both printed and electronic forms.

This project is funded by the Pennsylvania Department of Transportation (PennDOT) through the Pennsylvania Community Transportation Initiative (PCTI) program administered by the Delaware Valley Planning Commission (DVRPC). This program provides support for building great communities by linking transportation investments with land use planning and decision-making. It is intended to reverse the trends of urban sprawl and increase transportation options for Pennsylvania communities. All activities by the selected consultant must meet the administrative criteria of the funding agencies and grant programs.

TMACC encourages responses from small firms, minority firms, and firms who have not previously performed work for the Organization. There is a 10 percent Disadvantaged Business Enterprise (DBE) participation requirement for the total agreement cost.

A pre-proposal meeting will be held at the East Whiteland Township Municipal Building (209 Conestoga Rd. Frazer, PA 19355) at 2 p.m. EST, Thursday, January 12, 2011.

A standard selection method will be used by TMACC in this process.

For the purposes of negotiating a contract, the ranking of a minimum of three firms will be done directly from the Statement of Interest (SOI). Technical proposals will then be requested from the top three firms and reviewed by TMACC’s Selection Committee and oral presentations may be requested. The top selection will then be submitted to PennDOT and, if approved, a price proposal will be requested. Pending agreement upon the price proposal, PennDOT will then generate a consultant agreement between TMACC and chosen consultant.

CONTENT OF QUALIFICATIONS

The Statement of Interest should include the following information:

  • Summary Statement – A Cover Letter (one page) and a Narrative (no more than six pages) summarizing how the Project Team will accomplish the purposes of the project and should also summarize the roles and qualifications of the Project Team. 
  • Organizational Chart 
  • U.S. General Services Administration (GSA) Form 330 - The GSA form can be found on the GSA Library website at http://www.gsa.gov/portal/forms/type/TOP.

SELECTION CRITERIA

The following is a list of the selection criteria against which the solicitations of interest will be reviewed. 

  • Professional Qualifications: (Weight 30%)

 Specialized experience and technical competence of the firms with similar study work for bicycle, pedestrian, and/or transit projects with emphasis on the consultant team’s capabilities including, but not limited to:  Transportation, multi-modal/inter-modal, environmental, bicycle, pedestrian, and/or transit planning. The specific experience of the individuals employed by the firm will be considered and sub-contractors (if any) will be evaluated with regard to their assigned area(s) of responsibility. 

  • Excellence of Narrative: (Weight 30%)  

The narrative should cover issues and problems and discuss the approach to performing the project. The narrative statement should give a detailed description of how the project team will complete the project. The details should include a basic project schedule, any special data needs, and special methods of analysis, graphic (including hardcopy, photographic, digital and video formats), milestones, end products and procedures. 

  • Application of Innovative Techniques: (Weight 20%)

 Consultants may (1) develop alternative approaches, and (2) offer suggestions for enhancing specific tasks or the overall work. 

  • Demonstrated Interpersonal Skills: (Weight 10%)

This project will involve the consultant working directly with local government leaders and the public. A statement describing the relevant work history should be provided. 

  • Knowledge of Local Conditions: (Weight 10%)

The narrative statement must demonstrate your understanding of the interaction of this project with local conditions.
